Russia and Iran explore fisheries cooperation. Cooperation between Russia and Iran in the field of fisheries is of a strategic nature said the head of the Federal Agency for Fishery Ilya Shestakov at a meeting with the Minister of Agricultural Development of Iran, Kazem Khawazi, which took place in Moscow recently.

The head of the Federal Agency for Fishery noted the positive dynamics of the development of Russian-Iranian cooperation in the field of fisheries within the framework of the Agreement between the Governments of the two countries, signed on May 18, 1996. To implement the agreements, sessions of the Russian-Iranian Commission on Fisheries are regularly held, where the parties discuss the results of joint research work, fishery projects on the territory of both countries and the expansion of mutual trade in fish products.

“Of course, the priority area of our cooperation is the problem of preserving and increasing stocks of sturgeon fish species in the Caspian Sea. We consider it necessary to continue the dialogue on prolongation of the ban on commercial sturgeon fishing, as well as to develop general recommendations for restoring their stocks, ”Ilya Shestakov said.

If the Iranian side is interested, the Federal Agency for Fishery is ready to consider the issue of organising training for Iranian students in universities in fishery specialties, as well as improving the qualifications of researchers specializing in the study of sturgeon in Russian sectoral research institutes.

The head of the Federal Agency for Fishery proposed to intensify interaction in several areas of scientific cooperation, including: exchange of experience to improve the quality and increase the volume of release of sturgeon fry from fish hatcheries of the Caspian basin, as well as on the reproduction and commercial rearing of sturgeon and other fish species; implementation of joint programs of complex scientific research.

To strengthen cultural and educational ties, the Russian side proposed to consider the possibility of calling in one of the southern ports of Iran the training sailing ship of the Federal Agency for Fishery ‘Pallada’ in the coming years. Kazem Hawazi expressed interest in hosting a Russian sailing ship in the Persian Gulf.

The head of the Federal Agency for Fishery noted the constructiveness and active position of Iran in the framework of cooperation in the five-sided Caspian format:

“Only thanks to joint efforts did the Caspian states manage to prepare and sign in 2014 the Agreement on the Conservation and Rational Use of Aquatic Biological Resources of the Caspian Sea, which became the basis for cooperation of the Caspian Five in the field of fisheries,” Ilya Shestakov emphasised.

The Minister of Agricultural Development of the Islamic Republic of Iran thanked for the meeting and for the fruitful cooperation. He emphasized that Russia and Iran share a common  position on the conservation of sturgeon species and proposed to intensify the work on the release of juveniles and to thoroughly approach the monitoring of fish catch in the Caspian Sea. The head of the Iranian delegation said that research institutes are seriously engaged in sturgeon breeding.

“We propose to develop and implement a comprehensive program to reduce the load on the reserves of the Caspian Sea and preserve its capital for future generations. Our cooperation lacks joint monitoring and assessment of the state of sturgeon, kilka and other fish, ”said Kazem Khavazi.

In addition, the Iranian side proposed to consider the possibility of participation of Russian science in researching fish stocks in the Persian Gulf, as well as to develop and launch a technological chain for their reproduction.

Ilya Shestakov and Kazem Khavazi also discussed issues of interaction between countries at the level of business and private investment, and confirmed their mutual interest in creating joint ventures.

“The fishery cooperation between our countries, in my opinion, is of great importance, in this regard, we are interested in that all our agreements become practical,” said the Minister of Agricultural Development of Iran.

The head of the Federal Agency for Fishery confirmed Russia’s interest in the implementation of the voiced proposals. As soon as the restrictions associated with the coronavirus infection pandemic are lifted, it is planned to organize a business mission to the Republic of Iran, as well as a visit of experts from Russian fisheries science.

At the end of the meeting, the head of the Russian delegation invited Kazem Hawazi to take part in the IV International Fisheries Forum and Exhibition of the Fish Industry, Seafood and Technologies, which will be held on July 6-8, 2021 in St. Petersburg. “The results of previous forums have confirmed the relevance of this event for Russian and foreign professionals in the global fishing industry, so we count on the active participation of the Iranian delegation,” Ilya Shestakov said.
